Derivation as chartered: One row per state per rule: whether a public adjuster must be licensed there, the statutory FEE CAP and whether a declared emergency lowers it, the solicitation blackout after a catastrophe, the licence fee and the errors-and-omissions floor, set beside the coverage rules a restoration buyer actually asks about - loss of use and additional living expense as a percentage of dwelling cover, recoverable depreciation, what renters cover pays after a fire, and what flood needs a separate NFIP policy for; Florida caps at 20% and at 10% on a claim arising from a declared state of emergency, and New York's Insurance Law 2108 gives an adjuster no right to compensation at all without a signed written memorandum. The figures are the national cap TABLE, which nobody publishes from the statutes themselves, the spread between the highest and lowest cap, the count of states with no cap at all, and the NFIP claim series beside it so a cap can be read as dollars on a typical claim.
