Methodology: One record per NFIP redacted claim, yearOfLoss >= 2023, launch states only. City fields are redacted at source, so figures key on Census county FIPS. 'Paid' means building+contents payments > 0; payment quantiles are computed over paid claims only; zero-paid claims count toward claim counts, never toward quantiles. County names and centroids from the Census 2023 Gazetteer. Figures describe NFIP claims recorded by FEMA, not the overall restoration market.
